The procedure of consideration, reviewing and recommendation for the publication in the journal ''Novosti Khirurgii''

All manuscripts of scientific articles coming to the editorial office are registered, pass the multi-stage expertise and peer-review.

To provide credibility of the published articles and public trust to the peer-reviewing process, the editors carry out the activity aimed at the conflict of interest management among the authors, reviewers, editorial staff and board members according to the established system.

1. During the expertise the covering documents are considered; the correspondence of the scientific article to the journal’s profile, rules of typography and requirements established by the editorial board is evaluated; one can get acquainted with them on the journal’s website (http://www.surgery.by).

In case the manuscript of a scientific article corresponds to the profile of the journal as well as the rules and requirements, it is taken by the editors and sent to the peer-reviewing; in case of it doesn’t correspond, the article is rejected without further peer-reviewing.

2. All articles received by the editor, are subjected to peer-reviewing. Two independent reviewers are appointed by the editor-in-chief (deputy editor-in-chief), from the members of the editorial board, editorial council, who are specialists in the corresponding field. As a reviewer one can invite leading specialists of the Republic of Belarus and other CIS countries, having the scientific degree. If necessary, additional reviewers who are experts in specific areas (morphology, pathophysiology, microbiology, biochemistry, etc.) may be appointed. Specialists dealing with mathematical and statistical analysis may be also involved for additional reviewing.

All participants of the process of manuscript preparing for publication must inform the editors about possible causes of the conflict of interest arising. Authors may indicate in the covering letter the names of specialists to whom manuscripts shouldn’t be submitted for peer-reviewing because possible, as a rule, professional conflict of interest. The given information is confidential and is taken into consideration by the editors only when peer-reviewing is arranged. Reviewers must inform the editors about possibility of the conflict of interest when peer-reviewing and the causes which may affect their opinion concerning the manuscript. They have the right to refuse the peer-reviewing if consider it justified. The editor doesn’t appoint external reviewers if there is a chance of the conflict of interest arising.

Reviewers are notified that the article manuscripts are the private property of the authors and are referred to the data which can’t be divulged.

Reviewers present the review to the editors, which should reflect the relevance of the conducted research, the completeness and accuracy of the data cited, the degree of novelty of the results, their scientific and practical significance, economic and social value as well as the valid conclusions about the article in general, comments and, if necessary - recommendations for its improvement. The author of the reviewed articles is given the opportunity to get acquainted with the review text. The originals of the reviews are kept in the editorial office for three years.

If requested by of the expert councils, the editors provide the copies of reviews to the Higher Attestation Commission (HAC) of the Republic of Belarus, HAC of the Russian Federation, and HAC of the Ukraine.

3. The decision to permit the article’s publication in the journal is made at the sitting of the editorial board and is recorded in the protocol of the sitting. Editorial staff members as well as the members of the editorial board who take part in the decision making concerning one concrete manuscript shouldn’t have any personal, professional or financial interest. Otherwise to avoid the conflict of interests they should inform the editor-in-chief about their interest and to refuse to take part in the decision making. On the basis of the experts’ opinion the editorial board decides whether to accept the manuscript for publication in the submitted form, to rework it or to decline.

If there are any remarks of the reviewers which do not require significant processing of articles, it is sent to the author to their correcting. In one month period the author should send to the editors the revised manuscript which is studied at the meeting of the editorial board. If there are indications for the substantial processing of the article in the review, the editors send it to the author. When the article is received after processing, the re-examination is conducted and the article is sent for re-review. After obtaining the opinion of reviewers, the final decision concerning appropriateness of its publication is taken by the editorial board.

In case of disagreement with the opinion of reviewers, the author has the right to provide a reasoned reply to the editors of the journal that will be studied by the editorial board.Inability or unwillingness of the author to accept the reasonable remarks and recommendations of reviews are the cause of the article’s rejection from the further consideration.

In controversial cases, the article can be sent for reviewing to an additional reviewer. At a meeting of the editorial board when deciding whether the article is accepted for publishing, all obtained reviews are studied as well as the replies of the author. When three negative reviews to the manuscript are obtained, the article is no longer considered by the editorial board.

When the decision concerning the acceptance the article for publishing is made by the editorial board, the executive secretary informs the author about it and indicates the date of publication. In case of rejection of the article for publishing, the editors provide the author the detailed reasoned refusal.

4. The journal publishes the articles, the text of which was recommended for publishing by the editorial board. Usually the articles are published, according to the order they are received by the editors. Research articles of the postgraduates of the final year of study (including articles, prepared with the co-authors), provided they meet all the requirements of the editors, are reviewed and published out of the order.
